5. Assessment

Detailed information on the Taith assessment process and how funding decisions are made can be found in section 6 of the Core Programme Guide.

5.1. Assessment of applications

To be considered for funding, an applying organisation must demonstrate in their application how they meet the Pathway 2 assessment criteria (see below). The assessment criteria are intended to enable Taith to evaluate the quality of the applications received and establish an overall assessment score for each application. All applications will be scored out of a maximum of 100, based on the below criteria and weightings.

To be considered eligible for funding, applications must pass the following quality thresholds: 

  • At least 60 out of the total 100 points, and
  • At least half of the maximum points in the section ‘Relevance and quality of project objectives and planned outcomes’.

Applications that pass the set quality thresholds will be considered fundable. Applications that do not meet the minimum quality thresholds will be deemed unsuccessful. Regardless of the application’s outcome or scoring, all applying organisations will be given feedback. 

Pathway 2 indicative budgets per sector, together with information on maximum application amounts can be found in section 6.

5.2. Pathway 2 Application Questions and Assessment Criteria

The application questions fall under two headings – ‘relevance and quality of project objectives and planned outcomes’, and ‘project activities’. Applications are scored out of 100 points, with 70 points for the first heading (relevance and quality of project objectives and planned outcomes) and 30 points for the second heading (project activities).

The application questions and assessment criteria are in the table below. Each question correlates with one or more assessment criteria – detailed below. It is strongly recommended that applicants read through these thoroughly before starting an application.

What is the sector need or priority that your project is looking to address?

The application clearly outlines the specific sector need or priority within Wales which the project is seeking to address. Whilst wider impact across the sectors is encouraged, the need/priority must be within the sector to which funding is applied for.

Which project theme(s) does your project align with (Climate change, Diversity and Inclusion, Developments in Education)?

The project aligns with at least one of the project themes.

Please explain the project’s aims and objectives and how it will address the sector need/priority identified above. How will the project generate wider long-term benefits for the sector in Wales as well as for your organisation?

The projects aims and objectives are clearly articulated.

There is clear evidence of the extent to which the proposed project addresses the sector need/ priority identified.

There is clear evidence of the intended benefits the project will bring to the applying organisation and their sector within Wales.

Please describe your planned project output. Is the project output new or will it build on existing material/work (either within your organisation or within your sector)? If the project output is building on existing work/material, please detail how Taith funding will enable significant improvement/development to the output.

The application clearly describes what the project output will be and evidences that the output will be high-quality, impactful, measurable and of value to other organisations and the applicant’s sector(s), as well as being relevant and appropriate for the project and the intended audience.

Project outputs are anticipated to be new in order to address a sector need or priority which has yet to be addressed. Where project outputs are not new but are building on existing work/material, the application must clearly evidence the added value that the development will bring – to the organisation and to the relevant sector more widely.

Please explain why each partner (international and Welsh) is essential to the success of the project and what each partner will contribute to the project and the project output.

Please explain why you have chosen to partner with the specific international partner(s), including:

  • Their specific expertise and knowledge relating to the planned project
  • The rationale for the chosen partner country over and above other potential international partner countries i.e. the country is recognised as a world leader in the identified sector need/priority.

 

There is clear evidence that the international partner’s specific skills, experience and knowledge make the project possible and that they are essential to the delivery of the project and the creation of the project output.

The application clearly articulates why the project couldn’t be achieved with a different partner or with other organisations in Wales. 

There is clear evidence of a sound rationale behind the chosen international partner country. 

 

Please explain how you will disseminate your project output, who the audience will be and why this method is the most appropriate for the sector and audience.

There is clear evidence that the dissemination activity is appropriate and accessible to the audience and the applicant’s sector, and relevant for the format and intention of the project output.

How will you manage the project?
(Include the organisations administrative capacity to run the project, financial management, and the provision of support/resource for achieving the intended project output).

The applying organisation has evidenced that it has sufficient administrative capacity proportionate to the scale of the proposed project.

The proposal demonstrates a considered and appropriate approach to day-to-day project management, financial management, and the provision of support/resource for achieving the intended project output.

How will you ensure that the project is inclusive and accessible?

The application outlines a clear commitment and coherent plans to ensuring the project is inclusive and accessible, including in the support for individual participants (where relevant).

How will you monitor and evaluate the project?

The measures proposed to monitor the project’s activities and progress, and the plans to evaluate the success of its outcomes are appropriate and realistic.
