3. Types of eligibility checks

Sector eligibility

Are you applying to the right sector? You need to make sure that you have read the criteria for the sector you are applying to (found in section 2.1 of the Pathway 2 guide) and are confident that you meet this.

Please be aware that Pathway 2 is not open to the Higher Education sector.

Participant eligibility

Make sure your planned participants meet the eligibility criteria outlined in the 2025 Pathway 2 Guide. Keep in mind that these criteria can vary depending on the sector. If you’re collaborating with partner organisations, it’s important that their participants also meet the guidelines.

Any participants who don’t meet the criteria will be removed from your budget before we assess the application. If all your participants are ineligible your application will not be assessed.

Activity eligibility

We will look at the proposed activity within your application to check it is eligible and aligns with our aims and objectives.

We will also check that it fits with the objectives within your organisation’s governing document.

If it is not clear how the proposed activity fits with your organisation’s objectives, we may may not progress the application.

Organisation status

We will check the status of your organisation and if this fits with the type of organisation that can apply for our funding. We will check that the details provided within the application match those held by one of the regulatory bodies listed below (if applicable):

  • Companies House
  • the Charity Commission
  • another relevant body

Schools, colleges and local authorities will be checked against Welsh Government available information.

Financial capacity

To ensure that any funding we award will be managed appropriately we will check the current financial capacity of your organisation. We want to know:

  • is your organisation financially stable e.g. do your annual accounts show healthy income and reserves or is it showing a deficit. Do you have a cashflow (e.g. cash in the bank)
  • do you have appropriate procedures in place including:
    • a minimum of 2 unrelated signatories to access funds and authorise payments
    • an appropriate dissolution clause in your governing document which ensures that in the event of the organisation being dissolved, no individuals will benefit from the assets
    • the ability to arrange for Taith funding to be held in a way that clearly demonstrates it is ringfenced and only used for the Taith activity

You will need to submit the following documents with your application:

  • a copy of your most recent audited/certified accounts (if this is not available through Companies House or the Charity Commission). If these are not available, please contact the team to discuss alternative evidence for financial capacity
  • a completed supplier set-up form. This can be downloaded in the eligibility form. To complete the form, you will need the bank details of the account you intend to hold any Taith funding in
  • your last 3 months bank statements (must be for the last three full months with the first dated no earlier than June 2025) for the bank account detailed in the supplier set up form. These should be original statements (electronic or hard copy), any hard copies will be returned to you within 2 weeks of receipt. If the bank statements are electronic, please ensure you send un-editable copies (e.g.pdf). The bank statements should include all information, i.e., there should not be any redacted information on the statement unless specifically for GDPR compliance, and it should clearly state your balance

We may carry out additional checks such as credit checks and/or request more evidence from you regarding your organisations ability to manage the funding. This includes considering the size of the grant you are requesting. The larger the amount, the more financial capacity we would expect.

If your financial capacity is limited or you are aware of issues such as deficit in the annual accounts and/or low cashflow, we recommend you talk to the Taith team before applying. We can look at your financial capacity and consider if the risk is manageable. This may include making recommendations such as applying for a smaller amount or recommending smaller but more frequent payments linked to reporting and performance if the application is successful.

Unfortunately, there are times when we may decide an organisation does not have the financial capacity to manage one of our grants.

Governance

To ensure everything runs smoothly, we want to know about your governance structure. Here are a few things we look for:

  • that you have a minimum of 2 trustees or directors
  • if any trustees or directors have any declared interest in any other Taith funded projects with other organisations (including consortium partners, third parties or international partners)

When evaluating the amount you’re requesting, we also consider how your governance can support your project. For larger funding requests, we might ask for additional details about your governance, which could include:

  • schemes of delegation
  • organisation chart
  • conflict of interest policy

Unfortunately, there are times when we may decide an organisation does not have the appropriate governance in place to manage one of our grants.
