2. Who can apply for/participate in Pathway 2

Pathway 2 funding is available to the following sectors:
- Schools
- Youth
- Adult Education
- Further Education (FE) and Vocational Education and Training (VET)
Higher Education institutions are not eligible to apply for/receive funding but can be part of a Pathway 2 project as a non-funded partner.
Organisations can submit one application per sector per Pathway funding call. Applicants should ensure that multiple applications to the same Pathway funding call are not submitted by different parties in the same organisation. Where organisations work across more than one sector, they can submit one application per sector, provided they meet the eligibility criteria for those sectors.
2.1. Eligible organisations/participants
The eligibility criteria for each sector is below, together with the participant eligibility within that sector. All potential applying organisations are advised to check they are eligible to apply prior to submitting an application and to contact the Taith team if they have any questions.
Schools
Eligible applying organisations
- Any school funded or maintained by a local authority and registered in, and operating from, Wales, providing general or vocational education to children and young people aged 4 – 19 years and inspected by ESTYN;
- Any not-for-profit independent school where all pupils are admitted via referral by a local authority, social worker, or relevant charity, and which operates in Wales, providing education to children and young people aged 4 – 19;
- Any of the 22 Welsh local authorities;
- Any of the 4 Regional Education Consortia
- A consortium which comprises a single lead organisation applying on behalf of two or more organisations in the field of school education. The consortium must include at least one named school, funded and maintained by a local authority and registered in, and operating from, Wales, and may also include local or regional authorities, school coordinating bodies or a social enterprise or other not-for-profit organisations with a role in the field of school education. All members of the consortium must be regulated or registered in, and operating from, Wales, and any schools in the consortium must be funded or maintained by a local authority and registered in, and operating from, Wales. Consortium partners must be agreed and named at the point of application, and it is not permitted for the lead organisation to charge a fee to consortium partners for inclusion in the bid.
Applying organisations must have demonstrable, recent experience of delivering activity within the sector to which they are applying.
For-profit organisations and sole traders are not eligible to apply or be named as consortium partners. You should refer to the Taith eligibility guidance to confirm if your organisation satisfies the eligibility requirement that it does not operate for profit.
Eligible participants
Staff/Accompanying persons
Teaching and non-teaching school staff, school leaders and other experts working in the field of school education in Wales (for example staff working for an education consortium or local authority).
Learners
All learners enrolled at an eligible Welsh school, as defined on the eligible applying organisations section.
2.2. International partner organisations
The principles of reciprocity and shared learning are central to Taith. Organisations applying for Taith Pathway 2 can apply for funding for international partner activities. This will be calculated as a maximum of 30% of a project’s total budget.
It is a general expectation that Grant Recipients will partner with international organisations who operate within the field of education (formal, informal or nonformal). As part of the application process, applicants are required to provide a detailed justification of their international partner(s). Organisations not working within the field of education may also be eligible where detailed justification is provided.
Funding for international partner activities will be included in the grant award to successful applying organisations in Wales, and it will be their responsibility to administer these funds to, and on behalf of, the international partner(s). Eligible activities for international partners are the same as for the applying organisation.
